Qualifications

As a member of the Pars Equality Center (Pars) Legal Team, the Staff Attorney will provide legal consultation and client representation, conduct community education, and engage in advocacy on community issues. The attorney will work closely with the Legal Director and other legal and social services staff to deliver high-quality, culturally competent legal services to immigrants and refugees in Los Angeles County.

Essential Duties & Responsibilities

Legal Program Leadership and Quality Assurance

  • Lead the overall strategy, operations, and growth of Pars's Immigration Legal Services Department.
  • Maintain expertise in immigration law, policy developments, USCIS procedures, and immigration court practice relevant to the communities we serve.
  • Oversee legal service delivery, including legal consultations and affirmative immigration matters, including naturalization, family-based petitions, asylum, adjustment of status, work authorization, and other immigration legal services offered by Pars.
  • Ensure that all legal services are delivered ethically, accurately, timely, and in compliance with applicable professional-responsibility rules, USCIS requirements, DOJ recognition and accreditation standards, and funder requirements.
  • Establish and maintain case-review, supervision, and quality-control procedures.
  • Review complex, high-risk, or sensitive cases and provide legal guidance and consultation to legal department staff.
  • Monitor caseloads, case outcomes, client wait times, service targets, and program performance across all Pars immigration offices.
  • Develop policies, workflows, forms, and internal procedures that strengthen the quality, consistency, and efficiency of Pars's immigration legal services.

Staff Supervision and Team Development

  • Recruit, hire, train, supervise, mentor, and evaluate immigration legal staff, including attorneys, DOJ-accredited representatives, paralegals, legal assistants, interns, and legal volunteers.
  • Conduct regular supervision meetings, case reviews, and team meetings.
  • Promote a supportive, accountable, collaborative, and trauma-informed workplace culture.
  • Identify staff training needs and ensure ongoing professional development.
  • Support DOJ-accredited representative pathways and professional development for eligible team members.

Program Development, Partnerships, and Advocacy

  • Develop annual program goals, work plans, service targets, and long-term strategies in partnership with executive leadership.
  • Build and maintain relationships with immigration legal-service providers, bar associations, pro bono partners, community-based organizations, schools, government agencies, and funders.
  • Represent Pars at coalition meetings, community forums, legal-service networks, conferences, and other relevant settings.
  • Identify emerging community needs and recommend new services, partnerships, outreach strategies, and advocacy opportunities.
  • Collaborate with Pars Social Services, Mental Health, Workforce, Adult Education, and Outreach teams to ensure clients receive holistic support.
  • Participate in on-site, off-site, and virtual community education, legal clinics, workshops, panels, and outreach events as needed.

Grants, Data, and Financial Management

  • Partner with leadership to identify funding opportunities and contribute to grant proposals, budgets, reports, and renewals.
  • Ensure timely completion of grant deliverables, outcome reporting, invoices, and supporting documentation.
  • Monitor program budgets, staffing needs, expenses, and contracts in collaboration with Finance and executive leadership.
  • Ensure accurate and timely data entry and reporting through relevant grant portals and Pars's data systems.
  • Use program data to assess performance, identify barriers, improve services, and communicate impact to funders and stakeholders.

Administrative and Organizational Leadership

  • Participate in leadership and staff meetings, strategic planning, and organizational initiatives.
  • Support compliance with Pars policies, confidentiality standards, data-security procedures, and client-record requirements.
  • Work collaboratively across Pars offices and travel locally as needed.
  • Perform other duties consistent with the position and organizational needs.

Qualifications

Required Qualifications

  • J.D. from an accredited law school.
  • Active bar membership in good standing; California State Bar membership preferred.
  • At least five years of experience practicing immigration law, preferably in a nonprofit or community-based legal-services setting.
  • At least three years of experience supervising legal-service teams and/or attorneys.
  • Excellent legal research, writing, case-analysis, communication, and public-speaking skills.
  • Strong organizational, project-management, and budget-management abilities.
  • Ability to work independently while collaborating effectively with staff, leadership, partners, and community members.
  • Ability to manage multiple priorities, deadlines, staff needs, and program requirements in a fast-paced environment.
  • Fluency in Persian.

Preferred Qualifications

  • Experience working in nonprofit immigration legal programs.
  • Removal defense experience.
  • Familiarity with immigration legal case-management systems and nonprofit client-data systems.
  • Experience with grant-funded legal services, grant reporting, and program development.
  • Experience working with Iranian, Middle Eastern and North African (MENA), and Afghan communities.

Compensation & Benefits

Salary: $135,000–$150,000 annually, commensurate with experience.
